KYIV: Ukraine and Russia have decided to halt military actions in the Black Sea after U.S.-mediated talks in Saudi Arabia.
President Volodymyr Zelensky announced the agreement, emphasizing “silence at sea” and unrestricted maritime navigation.
Both countries also agreed to pause strikes on each other’s energy infrastructure, considering it a significant diplomatic breakthrough.
Zelensky described the agreement as a “positive step,” noting that Ukraine has requested U.S. protection for certain energy facilities.
However, the deal does not extend to civilian infrastructure, which remains vulnerable to Russian strikes.
Ongoing Attacks
Despite the agreement, Russia continues to intensify attacks on Ukrainian cities, killing dozens of civilians in recent weeks.
Zelensky confirmed that third-party nations would monitor the Black Sea ceasefire to ensure compliance.
Turkey, European nations, and some Middle Eastern countries may be involved in this monitoring process.
The United States has also agreed to assist both Ukraine and Russia in separate diplomatic objectives.
Washington will support Ukraine with prisoner exchanges and securing the return of children forcibly taken to Russia.
Economic Concessions
The U.S. has agreed to help Russia gain better access to international agricultural markets.
However, Ukraine refused to include this economic provision in the official agreement.
Zelensky argued that incorporating such terms would weaken sanctions and Ukraine’s negotiating position.
Ukraine insists that concessions to Russia should not be part of any broader diplomatic document.
The U.S. considers the agreement effective following official White House statements issued earlier on Tuesday.
